I don't think they can either, well not fully. They move their body which moves their head After catching, gutting and taking the head off shows a bone structure in which the fish does has restricted movement of the head.
They can't look up or down BUT they can look from side to side very slightly. I don't know if this is enough movement to warrant that they can move their head.
Also they have their eyes of the side of their head so they can see everything around them, this is an evolutionary state because they have restricted head movement
