Amnesty International is advocating for ex US president George W Bush to be arrested during his upcoming visit to Canada for breaking international (torture) laws during his years as president.
According to the video if someone is present in a country who has committed international crimes and their own home country refuses to do anything about it, it's the obligation of the country being visited to take action. And they've said that if Canada doesn't arrest him they're essentially going to just keep watching where he goes and asking each country he visits to arrest him until one finally does (as they're required to do by international law).
