It was recently revealed in an interview that Raichu was supposed to have an evolution in Red and Blue, but the Pokemon "Gorochu" and idea was scrapped due to "game balance issues".
I find this really fascinating. It's interesting to think that Pikachu was intended to have a second evolution, but ended up not having one in the final games. I also find it interesting because there is a trainer in Red and Blue that asks you to trade him a Raichu for an Electrode, and afterwards he says "That Raichu you traded me went and evolved!", but apparently that was a translation error, and not a hint at "Gorochu".

It makes me wonder about any other pokemon that may have been through this same process as well. I also find it really cool that the names translated and not really go along with the type of pokemon or what the pokemon stands for, the part about Raichu's name was really cool to learn about. Who knows maybe we will one day see a Gorochu and it won't have a game balance issue. Also it seems crazy that they almost considered scratching a pokemon that was important or had some appearances in the anime they said and I can see that being something that would legitimately throw off a balance. I feel like we need more of a reason to scratch Gorochu than balance.
