I've recently started a new game in Emerald, and picked Torchic as my starter, and now have NO clue which pokemon to get to have surf in my team!
Anyone know any pokemon to get WITHOUT cheating!?!?!

A water type.
No, in all seriousness, just get a Tentacool or a Gyarados or something. It's not that difficult to find a decent water type by fishing, even with the Old Rod. Lotad's are abundant early in the game, and they have good stats, you could get a Tentacool or a Magikarp and then train them up early in the game with the Old Rod you find in Dewford Town. There are tons of options that all really matter upon your personal preference.

If you just want it for Surf, you don't even need it to be a water type.
Emerald Pokemon that can Surf (that you can get):
I don't think I missed anything. Apologies if I did.

Thanks! I was planning on catching an Aggron anyways, so I'll just teach surf to that.

Glad I could help. ^_^
Keep in mind however that Aron and Lairon can't learn Surf, only Aggron can. So you have to wait until level 42 before you can get it.
Depending on how much you train and how fast you level, that should be either a little before, or a little after Mossdeep. There's not much surfing until after beating Liza and Tate anyways though, so you can probably just catch a weak water type to use as a surfer until your Lairon evolves.
