OK, this is what I've come up with...

If you can't trade for Kingdra, I suggest either staying with Seadra or using the Magikarp-> Gyarados pair instead.
Hope this helps!

Aha, team composition! Now that's my kind of question. (It's been a while since I've had to answer one of these. ^_^)
What I would go for, considering you've already got 3 in mind:

This gives you a nice balance of types. Venusaur does grass, Arcanine does fire, Dugtrio does ground, and presumably rock. Crobat has you covered for poison (and more importantly flying), Cloyster does water and ice, both of which are very important, and Electabuzz/Electivire cover electric and fighting (they're also capable of learning Psychic via TM). On top of that, Crobat gives you deadly speed, Dugtrio has good speed and attack power, Cloyster balances them out with great defense, Venusaur's a nice all-around Pokemon, Electabuzz/Electivire are good against a nice variety of foes, and Arcanine provides nice added firepower of a type that your others won't really be able to cover.
