You can also find low-levelled Sawk (like, 11 to 15 I think) outside Pinwheel forest, but you'll have to do a fair bit of level grinding after you catch one.
Fortunately Audino gives a lot of exp and is an easy target for the blue guy, even if you're a lower level.

Possibly for the best. There are a couple moves you don't skip over this way.
Bulk Up, Retaliate, and Counter are all useful moves. And of course Reversal will be your most useful once you get to Ghetsis.
As for good TM moves. Earthquake and Stone Edge are good of course (Earthquake is a must for sure), but you won't be able to get either till after beating the game. You can substitute Bulldoze (which you won from Clay) and Rock Slide (the TM for which is in Mistralton Cave) if you want though. Poison Jab is also a good one. You can find its TM on Route 6 once you have Surf.
The TM moves would be good choices while training an early-levelled Sawk. My personal set would be Earthquake, Stone Edge, Retaliate, and Reversal.
