So most Poliwager veterans know about the great Can't Emolga. So it is finally time to make one! Wait... you don't know Can't Emolga?

Time for a recap!
The History
Can't Emolga started a good while back, (before Big Political was even invented) where some dumb Emolga user who's name shall not be mentioned, Yeah it's me, was shiny hunting a dumb flying rat. Through their pain and constant struggle with shiny hunting, they complained about that pain to everyone. Through this pain, they have announced that they indeed "Can't Emolga". Some Poliwag dude then seized on this pain and Can't Emolga was born.
Oh yeah we was having a competition.
The Thing You Are Here For
So we are now holding a design contest for this rat! Simply send your best Can't Emolga here and you could win an awesome prize! What is this prize you might ask? Why you get your own pokemon in Poliwager. Sure it's can't Emolga, but it is still yours! And hey, we will even throw in a free shiny of your own pokemon. Just for you!! We might even have more ideas for it, but don't quote me on that last part. Hehe
Okay here are some rules.
Da Rules
1. No stealing designs, even though I doubt it will be on the internet.
2. You must submit your rat here by April 1st! After that no more!
3. It doesn't have to be a sprite either! Just any sort of drawing will work!
4. We of the mod team will judge these designs and whatever one we like best wins.
5. Didn't feel like writing a fifth rule
6. You can unsubmit designs if you wanna.
7. Have fun
8. Has nothing to do with this, but I do want a Kimono Emolga. You won't get any bonus points but I do want one.
9. Only post if you have a design! We don't want this to get too filled up with random chit chat!

Hey I didn't realize, but I had some can't Emolga designs from way back! So might as well use them as some examples on how you can do yours! And hey, might even get inspired by them too!

Two other, related submissions. This adds up to three submissions, which I believe is acceptable? If it isn't, please judge the other post first. These ones are more informative and adorable, and less funny than my other submission.
Not all Emolga are born equal, and two notable mutations have become less rare in the population. Both of these mutated Emolga are referred to as "Can't Emolga" due to their typing differences and have their own Pokédex numbers for scientific reasons.
The first, most common mutation is sometimes referred to as the Emolgn't, and is known for its utter uselessness. These Emolga were born without wing-skin, and can't fly or generate their own electricity. They can still channel and store electricity though, which means that they're still weak to Water-type Pokemon, and still capable of using Electric moves if charged up with an external means.
Their uselessness in battle without a portable generator and their inability to fly means that these Emolga don't get as much exercise as much as their winged counterparts. Unlike regular, more active Emolga, they like to sleep and tend to become overweight, with adorable-looking chubby cheeks as a result. (Trainers, please ensure proper fitness and excercise for your Pokémon, no matter how adorable they look while obese.)

This second mutation is rarer than the first, and the Pokémon with it are referred to as "Unshiny Emolgas". They have no electric powers at all, and as a side effect their yellow coloration is completely missing from their fur. Their fur is very soft compared to other Emolga. They lose their Electric typing, which also makes them less weak to water, and their wing skin still works as a glider so they retain their Flying type. This makes the Unshiny Emolga still useful for battle, and sought after by shiny collectors.

I gave it a shot, this Emogla looks like it was raised by poliwag or something!
I'm really rusty, haven't done actual pixel art in years and I don't really do it anymore, so please forgive me if it's not the best. I just went with the poliwag theme.
