Parcels unequipable?

What is the Parcel item supposed to do? In the shop, it says that you can give the Parcel to a Pokémon, and it has a chance of being delivered to whoever clicks the Pokémon. But I can't equip the Parcel to any of them, from their Stats page or anywhere else.

This item was used in an event a few months ago, and it hasn't functioned since I bought the thing (post-event.) Is it broken from then, or is it an event-only item that should have been removed from the shop after the event was over?

The Parcel is only used for Parcel Pokémon Events, which usually occur every few months. It remains available all year round as it’s only a 200 Poké Dollar item.
