Ok so...I bought a Parcel from the PokeMart but I didn't see an option to attach it to a pokemon so I do I do that?

You can attach your Parcel to any Pokémon that was adopted and hatched this month, by going to its Pokémon Stats/Level Up page. You can read more info about the event here: viewtopic.php?f=51&t=2705
