I started a new HeartGold file not too long ago, and I'm having trouble filling up my team. So far I have....

For a balanced team with just one more slot? Tricky, but I'd say your best bet is a Quagsire.

Just as a suggestion, I think it would be smart to catch a HM slave that can learn all of the HMs you need it to, so you don't hog up room for another pokemon in your party.

That's what I was thinking, but this game has somewhat of a shortage of HM slaves and if anyone knows of one they should tell me immediately.

Let my try and remember what all the HMs are here...

Surf, Fly, Waterfall and Strength are all usable on your main team which would help clear up room, now what's left? Rock Smash, Cut and Flash? Probably missed one or two of them and I cannot right now think of what can learn those last 3 moves all at once, maybe Paras if it's even catchable, bug contest or something perhaps?

As for a 4th Pokemon I'd probably go with a Water type like suggested but probably one that isn't Quasire as Meganium and Ampharos will both be able to handle Electric attack easily on their own. I'd go with a Poliwrath/Politoed or a Gyarados if I was you.

Depends how much effort/cheating you're willing to do.

If you're of the mindset that an HM Slave can be traded in from another game or gamesharked to get since it's not part of your actual team, then Dragonite makes a great HM Slave, as does Bibarel.

Steelix is also a good one, being able to learn Cut, Strength, Rock Smash, and Rock Climb. And it can be obtained legally, early-ish, and without too much effort as long as you're able to do a trade/trade back (Metal Coats are sometimes held by wild Magnemite on the route between Ecruteak City and Moomoo Farm).

And... Bulbapedia just went down, so I can't look up good coverers of the other HMs for you >_> If you put Fly on Fearow though, then most water types can do all of them.

@Zman: It's not so much the ability to handle electric types that makes Quagsire valuable. Its strength lies in the ability to learn Earthquake naturally long before most other Pokemon will have access to that move.
